AIRPORT VICINITY LAND USE PLAN

Background and Planning Process
The City of St. George is preparing an Airport Vicinity Land Use Plan for the area around the proposed relocated airport. This project will be occurring at the same time as the EIS, but it is a separate and distinct study.
The replacement airport will be a major public investment, and the City wants to ensure that its operation through the long-term future is protected. At the same time, the City recognizes the importance of the proposed airport to the local economy of the region and the immediate airport vicinity.
The Airport Vicinity Land Use Plan is intended to establish land use policies to ensure airport-compatible development in critical areas exposed to airport impacts. The Plan is also intended to facilitate high quality development in the airport area that will take advantage of the economic benefits of the airport, provide employment opportunities, and meet the needs of business and recreational visitors to the area.
The City has designed a consultative process for the development of the Land Use Plan. The Plan will be developed step-by-step and will involve several meetings with local officials, property owners, and the public. Key participants in the process include:

A special Planning Task Force that will be formed specifically for this planning project. Members will include representatives of the City of St. George, Washington City, Washington County, Mohave County, the Washington County Economic Development Council, the Dixie Transportation Planning Organization and the Utah Department of Transportation.

The owners of property in the immediate airport area will be convened in three meetings to review the consultant's work and offer comments on the study.

The Planning Commissions of St. George and Washington City will meet at least twice during the study to review preliminary draft versions of the Plan and offer comments and refinements.

The City Councils of St. George and Washington City will review draft versions of the Plan at work sessions or regular council meetings.

Two public information meetings will be held during the development of the Land Use Plan. It is also anticipated that the cities of St. George and Washington City will hold public hearings after the consultant has delivered the Official Draft Land Use Plan for consideration by the cities.
Goals and Objectives
Goals and objectives for the Airport Vicinity Land Use Plan will be developed by the Planning Task Force early in the planning process. They will be posted on this site as soon as they are ready.
Planning Guidelines and Criteria
After Goals and Objectives are established, the consultant on the study will prepare a working paper describing land use planning guidelines and criteria for consideration in developing the Plan. Five categories of guidelines and criteria are anticipated:
- Criteria for defining the "airport influence area."
- Noise compatibility guidelines.
- Airport and land use safety compatibility guidelines.
- Airspace protection guidelines.
- Urban design guidelines.
Summaries of the proposed planning guidelines and criteria will be posted on this site when they are developed.
Conceptual Development Scenarios
The consultant for the Airport Vicinity Land Use Plan will prepare two alternative development scenarios for the airport vicinity. They will be developed with a view toward the Goals and Objectives for the Plan and will apply the proposed Planning Guidelines and Criteria. These scenarios will represent alternative visions of the Land Use Plan at a very generalized level. They will be reviewed and discussed at future Planning Task Force, Property Owners, and Public Information Meetings.
Draft Land Use Plan
After the public review of the Conceptual Development Scenarios, the consultant will prepare a Draft Land Use Plan for review by the Planning Task Force, the Property Owners, the local Planning Commissions, and the public.
After the first round of review, the consultant will make revisions and prepare a revised Draft Land Use Plan. The consultant will also prepare draft ordinances, such as zoning ordinance amendments, needed to implement the revised draft Plan. These documents will be circulated for review by the Planning Task Force, the Planning Commissions, and the City Councils of St. George and Washington City.
After review of the refined draft Plan, an Official Draft Plan and implementation ordinances will be prepared for the cities to use in any public hearings that they intend to conduct.
Summaries of the Draft Land Use Plan will be posted on this site as they are developed.
Opportunities for Public Comment
Two public information meetings will be held during the preparation of the Airport Vicinity Land Use Plan. Notices of the meetings will be posted on this website and will be published in the local newspaper.
