RESOLUTION NO. 081231

The following is the text of the Council Resolution adopting the Master Plan and Noise Study:

Adopting the Kansas City International Airport Master Plan and Federal Aviation Regulation 14 CFR Part 150 Noise Compatibility Program as official guides for development and land use compatibility at KCI.

WHEREAS, Kansas City has completed a three year study of Kansas City International Airport (KCI) and the impact of aircraft noise levels on areas surrounding KCI; and

WHEREAS, Kansas City, in conjunction with the consulting firm of Landrum & Brown, has developed projected activity levels at KCI for the next 20 years as well as contingency planning activity levels; and

WHEREAS, improvements necessary to meet projected activity levels have been identified and their economic, environmental and operational consequences analyzed; and

WHEREAS, alternative methods of providing these improvements have been reviewed with federal, state and local officials, KCI tenants, community representatives, and interested citizens through six committee meetings and five public meetings; and

WHEREAS, current and projected aircraft noise levels have been determined and methods of reducing the impact of aircraft noise on populated areas near KCI reviewed with federal, state and local officials, KCI tenants, community representatives and interested citizens through six committee meetings, four public meetings and one formal public hearing; and

WHEREAS, the compatible development of both KCI and the surrounding area have been recognized as essential to ensure the vitality of each entity; and

WHEREAS, the above mentioned analysis is discussed and recommendations for airport development and operational/land use management programs are presented in the November, 2008 Kansas City International Airport Master Plan and October, 2008 Federal Aviation Regulation 14 CFR Part 150 Noise Compatibility Program; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the November, 2008 Kansas City International Airport Master Plan and October, 2008 Federal Aviation Regulation 14 CFR Part 150 Program be adopted by Kansas City, Missouri, as the official guide for development of Kansas City International Airport and as a guide for maintaining land use compatibility near the Airport.
