Lambert Studies Workshop One

Potential Noise Abatement and Land Used Techniques

As the study team conducts the Noise Compatibility Study, they will look at various potential methods to reduce noise impacts. Two classifications of methods that are examined are: 1) Noise Abatement Techniques, which involve managing aircraft operations through aircraft operating procedures, air traffic control procedures, or airport facility modifications to minimize noise impacts while adhering to safety and efficiency requirements of the FAA, and 2) Land Use Techniques, which focus on partnering with neighboring municipalities to encourage uses of nearby lands that are compatible with aircraft noise.

Potential Noise Abatement Techniques

  • Flight location
    • Preferred flight tracks
    • Instrumented approaches
    • Departure procedures
  • Flight Frequency
    • Preferred runway use programs
    • Track usage by type of operation
    • Track usage by type of aircraft
  • Flight Times
    • Preferential operations by time of day
  • Flight Management (Use of preferred flight procedures)
    • Reduced thrust
    • Modification of intercept altitudes
    • On-board instrumentation
  • Ground Activity Restrictions
    • Local restrictions on run-ups (time, location, orientation, power)
    • Power backs
  • Facility Modifications
    • New runways or extensions for flight relocation
    • Terminal area improvements
    • Taxiway relocations
    • High-speed exits
    • Hush houses
    • Berms and barriers

Potential Land Use Techniques

Controls:
  • Zoning Regulations
    • Compatible uses
    • Noise overlay
    • Large lot residential
    • Cluster/mixed use
    • Open space/environmental protection
    • Easements for development on existing lots
  • Subdivision Regulations
    • Plat notes
    • Easements for platting of new lots
    • Disclosure covenants
  • Building Codes
    • Sound insulation standards
  • Disclosure Requirements
    • Home sellers/lenders
Policies/programs:
  • Comprehensive plans
  • Redevelopment plans
  • Capital improvements programs
  • Utility policies
  • Development reviews, site planning
Expenditures:
  • Property acquisition buffer, redevelopment, resale
  • Sales guarantee
  • Purchase of avigation or land use easements
  • Sound insulation
